The end of sales of carbon fossil fossil fuels by 2040 is registered in the law. Élisabeth Borne, Minister of Transport, praised the adoption on June 18, 2019 by the National Assembly of the article inscribing the objective of achieving the carbon neutrality of land transport by 2050.
To achieve this, the bill also sets a clear intermediate trajectory, in consistency with the objectives of the European Union, the Climate Plan and the national low carbon strategy, with two stages:
• the reduction of 37.5 % of CO2 emissions by 2030;
• The end of the sale of cars using carbon fossil fuels by 2040.
For Elisabeth Borne, “with the bill for the orientation of mobility, we define not only a CAP to be held, but also and above all the tools and means to successfully meet this challenge”. Indeed, the bill includes the tools necessary to meet a double objective:
• Support the development of the least polluting modes of movement;
• Encourage transition to clean vehicles.
This is particularly the case with:
• The reorientation of investments for daily transport on a daily basis. The bill provides for a 40 % increase in state investments in transport during the five -year term (13.4 billion euros) and a clear reorientation in favor of daily transport rather than the construction of new major projects. Three -quarters of investments in the five -year term will be devoted to the rail sector;
• The success of the conversion bonus to replace the most polluting vehicles with clean vehicles. The amount of the premium is revised upwards: up to € 4,000 for the purchase of a new or used thermal vehicle and up to € 5,000 for a new or used rechargeable electric vehicle . In addition, an ecological bonus of up to € 6,000 can also be paid for the purchase of a new electric vehicle;
• Support for the acquisition of clean vehicles, with the bonus for new electric and hydrogen cars and suramorization for heavy goods vehicles operating on gas or hydrogen, or electric;
• The transitional objectives of the professional car fleet, which relate to public fleets, business fleets and those of taxis and VTC;
• The objective of multiplying by 5 by 2022 public recharge points for electric vehicles;
• A plan to make carpooling a solution for daily journeys;
• the implementation of an unprecedented bicycle plan with the aim of tripling the modal part of the bicycle by 2024 (from 3 to 9 %);
• The ambition carried by France at European and international level to register the air and maritime sectors in the ecological transition.
